If you're hardware is powerful enough (which yours obviously is) then Vista runs fine. Driver support is great (unless you're using more obscure hardware) and especially since SP1, is pretty trouble free. That extends to 64 as well. DX10 is an obvious draw, even though it's underutilised at the moment.
Beyond that it probably comes down to if you like the interface or not. There's a bunch of changes to explorer alone that I really like. You just have to accept that they have changed a few things (Networking and Sharing being a big one), and not QQ for the sake of it just because they changed something.
If you do go for it though, I recommend 64 bit, just so you can get 4+ GB of RAM, and get even more out of it.

yeah, Vista 64 works fine. there are some nigly things i dislike about the UI (awful for managing files), but on the whole it's good. and with 4GB ram and an old 4GB USB for readyboost cache, it's really quick.

To vista, or not to vista.
THAT is the question.
Whether 'tis nobler in OS to suffer, the crashes and blue-screens of outrageous XP
Or to upgrade now to DX10.
And by upgrading, fap material? To fap...to sleep.
...
I dunno where I'm going with this, sorry.

On a related tangent, how does Server 2k8 weigh up? If it has DX10 then IMO it'd be a winning choice (I dislike Vista's GUI)

It should be caching all kinds of stuff in the background, i.e. actually using that RAM for something useful. E.g. Windows says 1.64 GB of my RAM is being used, with no applications other than Chrome and Steam open. So don't worry about it.

1.5gb out of 4 is normally used by my machine when idle...

That's ridiculous...
My XP install is only using 500MB out of 2Gb right now, and I have apps running!

It's uses more if there's more to use - do you need spare ram when you're not doing anything?
no
want apps and stuff cached so your day to day is faster?
yes
Currently, i'm using 1.18GB of 4GB with just firefox open. Looking at all the processes actually running, the total used by them is 400-500MB, so the rest will be cache and stuff I assume.

Stop being gay and arguing about memory use.
Instead discuss my awesome Hamlet thing.
