Just thought I'd throw this up for quick reference.

n00b/casual/kiddies/wii about £30
These wheels are wheels in shape, have springs/elastic to provide a center return force and are generally better only if you cant work dual analog sticks.

These wheels have better feel than the above wheels. Mainly better construction and features (wireless) but some offer vibration, not the same as force feedback!

These wheels have a few requirements, they should have full force feedback support, have 2 pedals and the pedals should work independently (so you can brake and accelerate at the same time). Construction should also be better.

PS I'll add to the list as I find the products.

Currently the only wheel I'd suggest getting is the DFGT, iain just got it and it is the cheapest wheel with all the features you need (and better than my current wheel).
